Admin Area -> Manage Members -> Any Deviant -> On Home, Any Deviant: -> Incoming Affiliation Requests
The rest is up to you. You can either set the group to automatically accept members or you can have the admins (You & the Founder, or just 1 person) vote on who becomes a member.
